Key Responsibilities
Construction Administration & Oversight
Provide administrative oversight and evaluation across all construction disciplinesReview construction activities for compliance with contract documents, codes, and VA standardsAnalyze contractor work to identify deficiencies, inconsistencies, and non-conforming conditionsSupport preparation and review of construction documents, plans, and specifications
Financial Management & Cost Control
Monitor project budgets, obligations, and expendituresReview contractor pay applications and validate progress against completed workAssist with preparation, evaluation, and documentation of change orders and cost proposals
Scheduling & Project Controls
Maintain and review project schedules, identifying risks and delaysTrack progress against milestones and recommend corrective actionsSupport schedule coordination between stakeholders and contractors
Documentation & Reporting
Maintain comprehensive project documentation including RFIs, submittals, meeting minutes, and logsTrack project correspondence, records, and contractual documentationSupport preparation of reports for leadership and contracting personnel
Meetings & Coordination
Participate in and support weekly progress meetings with stakeholdersCoordinate communication between contractors, government personnel, and project teamsAssist in resolving project issues and facilitating alignment across all parties
Quality Assurance & Inspections
Conduct site inspections to monitor quality and ensure compliance with specificationsTrack deficiencies and ensure timely resolutionSupport testing and inspection processes across multiple construction disciplines
Operational Impact & Risk Management
Evaluate construction impacts on active medical center operationsSupport phasing plans to maintain patient care, safety, and facility operationsIdentify risks related to safety, access, utilities, and environmental conditions
Required Qualifications
U.S. Citizenship required (clearance process)Ability to pass a federal background investigation and obtain VA PIV badgeMinimum of three (3) years of construction experience or equivalent education/experienceDemonstrated experience supporting construction administration activities (RFIs, submittals, change orders, documentation)Working knowledge of construction practices, QA/QC, scheduling, and cost controlExperience reviewing contractor work and identifying deficiencies relative to construction documentsStrong communication, coordination, and documentation skills
Professional Qualifications
Familiarity with General Contractor and subcontractor operationsExperience monitoring construction for quality assurance and complianceUnderstanding of baseline schedules and progress trackingAbility to support analysis of cost, schedule, and performance dataProficiency in construction management software and Microsoft Office tools
